It is no secret that there have been hard feelings between the head of the Las Vegas Metropolitan Police Department and the higher-ups of the Las Vegas Tribune Newspaper since the new Metro administration took office in January 2008.
Sheriff Douglas Gillespie, as head of the Las Vegas Metropolitan Police Department, has not been able to accept the fact that in a democratic system not only are people allowed to vote for the candidates of their choice, but newspapers are allowed to support and endorse the candidates of their choice.
During the election cycle of 2007, the Las Vegas Tribune chose to support Jerry Arriola for the position of Sheriff of Clark County after the newspaper's first choice, the then incumbent Sheriff Bill Young, decided not to run for a second term and accepted a well-paid position in the private sector.For the last three years and six months, the Las Vegas Tribune has tolerated the abusive behavior of the sheriff toward this newspaper and accepted his childish behavior and unprofessional conduct as his right to like or dislike us.
However, when the sheriff's antagonistic and unprofessional attitude toward this newspaper directly interferes with the newspaper's journalistic duties to keep the community informed with news emerging from his department, it is the newspaper's belief that the community should be informed and alerted to the fact that this newspaper's reporting of police officers' misbehavior and dangerously abusive dealings with the citizens of this community may be a one-sided story, with no comments or statements from the sheriff or his own public information office.
The sheriff has infringed on the Las Vegas Tribune's right to free speech by banning the newspaper from places where he is in control, like the eighth floor of City Hall, where his office is located and the Clark County Detention Center.
The sheriff does not want the community to know how many officer-involved shootings there have been so far this year alone, and does not want it known that crime is not down, as he has been “advertising” it in his campaign appearances for the last six months.
Crime is not down. What is down is the number of crime reports taken, and the number of people who are reporting crimes because of the greater inconvenience imposed upon the public when they have to fill out a crime report.
Metro dispatch discourages citizens wanting to file crime reports by telling them that they cannot send a patrol car for “these kind of reports” (whatever kind of report it is that they want to report) and suggests that they go to the closest substation where - they inform the caller - “the waiting line is long” before they can get to talk to any staff member.
What Dispatch does not tell the citizen that is a victim of a crime and wants to report it to the authorities is that substations close at 4 p.m. and are not open on Saturday, Sunday, or any holiday.
So far this year, there have been more crimes reported than for the same six-month period last year. Maybe they had a different way of doing the math, but that does not look like a downward trend.
This year so far, there have been eighteen officer-involved shootings (three within a one-week period alone) and the sheriff is asking the community for their patience and trust.
Patience for what? For the Coroner's Inquest to rule these shootings justifiable murder, such as in the case of an unarmed 21-year-old man on his knees, with his hands on his head?
Trust in whom? One of those out-of-control, trigger-happy officers who is quick to cry that he feared for his life?
Is it too much to ask - from a public that by now can be filled with terror whenever it sees a flashing light in its rearview mirror - for a sense of safety, instead of wondering if its life is in danger?
Sheriff Gillespie wants to make the people of this community deaf, dumb and blind. He does not want the people to see what his officers do wrong, he doesn't want them to hear the stupidity that we all hear going on in the Coroner's Inquest, and he doesn't want anyone to talk about the “untouchable” men and women in a department that is completely out of control and in fear for their life.
If they fear so much for their life on every occasion they feel they have to kill someone, they should get into another line of work where they will not be so afraid.
The sheriff doesn't want the Las Vegas Tribune to criticize him for being out of touch with the community.
He does not want the newspaper to tell the community that he is the Sheriff of the Strip and the Sheriff of the Casino Executives, and that he does not give a blip about the rest of the community.
He doesn't want to answer to the Las Vegas Tribune when the newspaper asks why there is a civilian in charge of the Public Information Office when that is a uniformed position and always has been a uniformed position and everyone in the department is a civil service employee.
The sheriff does not want to answer the newspaper when the Las Vegas Tribune asks who is he doing a favor for by keeping that former Channel 8 Reporter in a lucrative but important position as Director of Public Information for one of the largest police departments in the nation.
The newspaper is asking Sheriff Doug Gillespie openly and publicly to stop discriminating against the Las Vegas Tribune and to start including the newspaper in all press releases, press conferences and quarterly meetings, just as it includes all other media organizations, to avoid legal consequences.
If Sheriff Gillespie has a personal problem or vendetta against anyone in particular within the news department, we can accommodate his capriciousness and have someone else in the newsroom represent the newspaper with the Las Vegas Metropolitan Police Department.
The newspaper has grown in the last three years and we now have at our disposal County reporters, City Hall reporters, a Director of News, Director of Community and Political Affairs, a Managing Editor, a new Publisher and many others in positions to further our Mission Statement, something with which the sheriff could be well pleased.
In addition to that, those who Sheriff Gillespie personally disliked in years past are no longer given any assignments at all. What more can the Las Vegas Tribune do to bridge the gap?
At a disciplinary hearing at the Nevada Private Investigator Board on June 17, 2010 investigating a complaint, James Thomas testified that even though he knew it was illegal for Metro employees to disseminate information on private citizens, he asked his Metro contacts to do it anyway. 238 private citizens had their Metro and DMV information accessed by Thomas without their knowledge or permission.
I wrote about Thomas' ongoing licensing problems in December 2009. Thomas retains his license until September 17, 2010 when the Board has scheduled the matter for a decision after written summaries and closing arguments are submitted.

It may be a little late for many, but as I said before, that is the problem with weekly newspapers that cannot afford the famous “Hold the Presses” even if they wanted to, under any circumstances. Last week, while this newspaper was in production ready to go to press, we learned of the death of our friend Reverend Jesse Scott, and we were not able to publish it. Reverend Jesse Scott was a civil rights activist and past president of the NAACP in California and Nevada operating from Las Vegas for many years and was an assistant pastor at the Second Baptist Church of Las Vegas. Rev. Jesse Scott died on Monday, May 10, at the age of 90. He was one of 10 children and spent his early years in Louisiana. The other day I had the pleasure of speaking with Retired Captain Dan Berry, who is running for Sheriff of Clark County; I was very surprised to hear the actual voice of Captain Berry himself at the other end of the telephone line and not the usual and infamous voice mail that everyone nowadays uses for their secretary, especially those who cannot afford a real live secretary. If it weren't for the determination of Arizona Governor Jan Brewer and the persistence of Sheriff Joe Arpaio regarding the immigration crisis in Arizona, the federal government would still be seated on their behind and neglecting their duties. The Arizona law, scheduled to take effect July 29, makes it a state crime to be in the country illegally. It states that an officer engaged in a lawful stop, detention or arrest shall, when practicable, ask about a person's legal status when reasonable suspicion exists that the person is in the U.S. Illegally. So, the Department of Justice and several other organizations have filed a lawsuit against the new Arizona's immigration law to take effect in just a couple of weeks. Appearing on CBS Face the Nation, Attorney General Eric Holder, the nation's top law enforcement officer, said he understands Arizona's frustration over the problem of illegal immigration. “We have an immigration policy that takes into account a whole variety of things, international relations, national security concerns. And it is the responsibility of the federal government, as opposed to states doing it on a patchwork basis, to decide exactly what our policy should be with regard to immigration. It wasn't that long ago that I made a comment to a police officer with aspirations to become sheriff that every police officer in Las Vegas should be subjected to psychological evaluation and random drug testing, because so many of them have become infamously “trigger happy,” and steroids are common among police officers all across the nation. That person became irritated and expressed the opinion that every police officer should protect his own life before anything else. After reading endless articles about government funding shortfalls at all levels, it suddenly hit me that there is one untapped activity which has never been taxed. Taxing alcohol and cigarettes and pornography are popular sin taxes. Sure they punish bad behavior, but they're so 20th-century.
